The Open World Cultural Leaders Program brings groups of Russian artists and arts managers to the United States for short-term professional residencies. Since 2003, over two hundred participants from a wide range of Russia's geographic areas have traveled to communities around the U.S. where they were hosted by leading arts organizations.

To date, the program has included the following disciplines: film, modern dance, music, literature, theater, and arts administration. The list of eligible disciplines is revised each year.

The program is supported by the Open World Leadership Center at the Library of Congress. Support for the culture program is provided through partnership and funding from the National Endowment for the Arts.
